Abstract
The analysis of the interaction of anisotropic plasma-type layer with electromagnetic waves in the mode of frequency modulated signals is made. The propagation of electromagnetic waves in anisotropic plasma-type layer conducted on the basis of studies of phase characteristics of surface impedance.

Abstract
It was offered to evaluate the performance efficiency of negative feedbacks using the differential method of analog circuitry analysis, which was developed by author. This method allows to take into account the features of measurement process during the experimental test of this efficiency on the given model and to get results that are more reliable, agreed to the theoretical intelligence.

Abstract
Wilkinson power divider (WPD) currently compete successfully with other devices, as study new features of their designs provide the selection of new technologies for various applications. This article examines the performance of WPD, based on the study of insertion loss, return loss distribution, as well as isolation between the output ports in the operating frequency range to 3 GHz. Analysis of modeling of losses in microstrip transmission lines, such as S -parameters, WPD, performed using software Antenna Magus 2017.0 developed by Magus (Pty), which proposed the implementation of a WPD, convenient to use selected software. Exact characteristics of WPD in a fairly wide band of frequencies investigated range were received.

Abstract
The principles of constructing of phase shifters with variousphase measurement methods are considered. The schemes realizing the given phase shift on the basis of strip, coaxial or waveguide lines, as well as the expressions for calculation of the given phase shift, parameters, characteristics and design features of switching diodes of the microwave range are given.

Abstract
The issue of learning by precedents is studied. A method of learning based on the analysis of the properties of feature combinations and building feature subspaces where classes do not intersect is proposed. An algorithm that allows paralleling of the learning process and performing it in the automatic mode has been developed in this approach. A possibility to use this method for automatic detection and interpretation of hidden, previously unknown patterns in data mining tasks is presented.

Abstract
The results of simulation of the electron scattering rates in a single graphene layer without substrate are presented. High mobility of charge carriers, maximally obtained among all known materials, makes graphene a promising material for the creation of new semiconductor devices with good output characteristics. The prevalence of electron-electron scattering over other types of scattering in the region of moderate field energy in a single graphene layer is established. The investigated dependences of the rates of carrier scattering will enable to obtain the main characteristics of charge carrier transfer in semiconductor structures containing graphene layers by modeling using the Monte Carlo method.

Abstract
Some algorithms of probabilistic coding of bits series lengths based on the confirmation of bit repetition and differing with an explicit or implicit indication of the length of the repetition symbol are proposed. The efficiency of these algorithms using for lossless compression of bit planes of halftone images is investigated.

Abstract
Bilevel programming problems are considerably difficult for numerical analysis. Despite the vast amount of literature and research dedicated to studying them, there are no universal methods to solve them and numerous publications are concerned mainly with identifying particular subsets of problems that can be efficiently analyzed. Linear bilevel programming problems are considered, and an algorithm for computing their stationary points is developed in this paper.

Abstract
A technique for the synthesis of multi-layer incombustible electromagnetic shields, characterized in comparison with analogues with a reduced cost and mass, has been developed. The prospects of using of carbon-containing materials (charcoal, activated carbon, carbon black) as their main components have been substantiated. The influence of heat treatment by open flame of shields synthesized in accordance with the developed technique on their electromagnetic radiation reflection and transmission characteristics in the frequency range 0.7…17 GHz has been researched.

Abstract
The experimental investigation of operator electroencephalograms subjected by electromagnetic noise radiation is described. Using the nonlinear methods (Higuchi method and Wolf method) with the preliminary noise suppression by the wavelet transformation with base Haar and Dobeshi 4 functions) makes is possible to characterize structural variations of the analyzed electroencephalograms subjected to the electromagnetic noise waves by the fractal dimension and the first Lyapunov exponents. As shown the fractal dimension was increasing more than 9,6 and 10,0 % accordingly in comparative this parameter without the preliminary processing of analyzing electroencephalograms without electromagnetic noise. It is noted the increasing of fractal dimension to 1,6 and 7,3 % subjected to the electromagnetic noise and used preliminary processing of electroencephalograms by the wavelet transformation with base Haar and Dobeshi 4 functions relatively noise action without preliminary processing electroencephalograms. Using Wolf method with the preliminary noise suppression by the wavelet transformation is possible to reveal the change the sign from positive to negative. It is obviously, that preliminary processing of electroencephalograms is lead to stability of function the brain of operator.

Abstract
The paper presents the results of studying the surface temperature of natural environments fragments, such as soil and sand, when irradiated with a source with intensity close to the intensity of solar radiation. Data of temperature dependence of the environment samples surface on the mass ratio of humidity in their volume at different viewing angles were obtained. According to the obtained regularities, the use of the electrothermal analogy method to determine the approximation function of these regularities with the aim to their analytical description and further prediction of temperature changes is proposed. The obtained data are necessary for the creation of imitators with a controlled surface temperature, used to counter the means of infrared intelligence.

Abstract
The analytical methods and the diagnostic devices used for evaluating the psychophysiological indices of the operators of the hierarchical systems of the high responsibility are analyzed. It is proposed to carry out diagnostics of the psychophysiological state of operators, which are located on the different levels of interaction, with the aid of the combined system of tracking.

The amplitude distribution on strip radiators of vertical (horizontal) polarization of phased array antenna above conducting cylindrical surface synthesized by the criterion minimum sidelobe levels radiation pattern using two modifications of the particle swarm optimization, namely, CBPSO and APSO is made.
