Aim and Scope

Journal aims:

  • generalization of scientific and practical achievements in the fields of radiophysics, radioengineering, electronics and informatics;
  • increasing the scientific and practical qualifications of engineers.

Journal objectives:

  • publication of articles of domestic and foreign scientists working in the fields of radiophysics, radioengineering, electronics and informatics;
  • publication of materials of international scientific and technical conferences held at the base of the educational institution «Belarusian State University of Informatics and Radioelectronics».

Open Access Policy

"Doklady BGUIR" is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

Review Form

All manuscripts of scientific articles that are sent to the editorial office of the Journal are registered, undergo primary examination and review.

The primary examination is carried out by the responsible secretary of the editorial board: the accompanying documents are examined, the correspondence of the scientific article to the journal's profile, the rules of registration and the requirements established by the editorial office of the journal is assessed.

Articles submitted to the editorial office of the Journal are compulsorily reviewed. The reviewers are appointed by the deputy editor-in-chief on the results of the article discussion at the meeting of the editorial board. Reviewers are notified that the articles are private property of the authors and refer to information not to be disclosed. Peer review is «double blind».

Requirements for the reviewer: the presence of a scientific degree in the field of technical or physical and mathematical sciences. Also, the reviewer may be a specialist in the field of research, the results of which are set forth in the article. The reviewer can not be selected from among the co-authors of the article under review. Information about the reviewers is not subject to disclosure.

Articles that have received a positive review by the reviewer are published in the Journal in order of priority. Comments of the reviewer are reported to the author with a proposal to take into account the recommendations for further development of the article. The article, revised by the author, is sent again for review. The article together with the text of the review is returned to the author in the case of a negative review.

 

Indexation

Articles in “Doklady BGUIR" are indexed by several systems:

  • Russian Index for Science Citation (RISC) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

 

Publishing Ethics

GENERAL PROVISIONS 

The policy of the editorial board of the scientific journal "Reports of BSUIR" (hereinafter - the editorial board) is developed in accordance with the principles adopted by the Committee on Ethics of Scientific Publications (Committeeon Publication Ethics, COPE). 

The activity of the editorial board is aimed at informing specialists in the field of technical, physical and mathematical and chemical sciences about actual achievements in the field of electronics, radiophysics, radio engineering and informatics. 

The procedure for accepting and evaluating articles submitted for publication in the scientific journal «Doklady BGUIR» is determined by the editorial board and is open. 
In the course of its work, the editorial board assesses the relevance, originality, reliability and scientific significance of the results set forth in the articles submitted for publication in the scientific journal "Reports of the Belarusian State University of Information Technologies". 

The editorial board is responsible for the quality of published scientific articles and does not allow publication of an article whose content contradicts the norms of the legislation of the Republic of Belarus. 

ETHICAL PRINCIPLES FOR THE EDITORIAL BOARD MEMBERS 

In the course of their work the members of the editorial board are guided by the following ethical principles: 

  • ensuring the confidentiality of information stated in the articles accepted for publication but not yet published in the scientific journal «Doklady BGUIR»; 
  • protection of information that constitutes the personal data of authors and reviewers of articles submitted for publication in the scientific journal «Doklady BGUIR»; 
  • assistance in the protection of copyright; 
  • rejection of the manuscript of the article in case of plagiarism or revealing the contents of published earlier results; 
  • Editorial objectivity; 
  • introduction of editorial corrections into the article on their preliminary agreement with the authors. 

ETHICAL PRINCIPLES FOR REVIEWERS 

In the course of their work reviewers of articles submitted for publication in the scientific journal «Doklady BGUIR» should be guided by the following ethical principles: 

  • accepting for review only those articles, the subjects of which are related to their competence; 
  • ensuring the confidentiality of the information contained in the articles accepted for reviewing, and the non-use of this information in their personal interests; 
  • Execution of the review of articles in the terms established by the editorial board; 
  • objectivity of reviewing; 
  • constructiveness of comments made to the materials of peer-reviewed articles; 
  • informing the editorial board about the possibility of a conflict of interest in the case of publication of peer-reviewed articles; 
  • Independence of the results of reviewing articles from departmental affiliation, nationality, gender, religious and / or political beliefs of their authors. 

ETHICAL PRINCIPLES FOR THE AUTHORS OF ARTICLES 

The editorial board expects authors of articles submitted for publication in the scientific journal «Doklady BGUIR», observance of the following principles: 

  • compliance of article materials with morality, ethics and legislation of the Republic of Belarus 
  • originality and scientific significance of research, the results of which are set out in articles; 
  • Confirmation of the reliability of the results obtained by presenting in the articles the methodologies used in the course of the experiments; 
  • the objectivity of assessing the scientific significance of research, the results of which are set forth in the articles; 
  • submission as co-authors of articles of all persons who have made a significant contribution to the research process, the results of which are set out in the articles; 
  • the timeliness of informing the editorial board about the errors found in the texts of articles and distorting the essence of the results obtained, interaction with the editorial board with a view to eliminating these errors or withdrawing the article from consideration; 
  • presentation in the articles of bibliographic references to the most significant scientific works used during the research; 
  • absence of plagiarism in articles.

Publication in Doklady BGUIR" is free of charge for all the authors.

The journal doesn't have any Article processing charges.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

“Doklady BGUIR" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in “Doklady BGUIR", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Doklady BGUIR" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.
